Since the US Congress was unable to promulgate any legislation in 2010 specifically reducing GHG emissions (i.e., “cap and trade”) and because several courts have ordered the EPA to address GHG emissions, as GHGs are now considered “pollutants”, the agency has made an effort to best apply existing Clean Air Act (CAA) rules on GHG emissions.
Many have complained that this is like putting a square peg in a round hole; the CAA addresses pollutant issues, such as health effects, not directly relevant to GHGs. However, the agency was ordered to act. In 2010, the EPA issued its “Tailoring Rule” to tailor elements of the CAA to GHG emissions. Some elements of the Tailoring Rule went into effect on January 1, 2011, and the remaining elements will go into effect July 1, 2011.
The Tailoring Rule requires certain procedures to be performed in order to be permitted to build new facilities, implement certain expansions, permitting, and other activities.
This webinar will provide information on the details of the Rule, such as which types of activities and sources are applicable, how GHG emissions should be calculated, and what procedures must be performed to address the Rule to enable your proposed change to occur more smoothly.

Marc received a Bachelor of Science in Biochemistry from New York University in 1977, his Masters of Science in Biochemistry from the University of Wisconsin in 1981, and his Masters of Science in Chemical Engineering from Columbia University in 1985.
Since 1991 Marc has been licensed as a Professional Engineer by New York State.
Marc is also a Lecturer at New York Medical College and teaches advanced graduate courses in the areas of air pollution and wastewater. Marc serves on the board of advisors of the periodicals Chemical Engineering Progress and Environmental Managers Compliance Advisor , and has numerous publications to his credit.
