During his 32 years with the NTSB, he has worked as the Investigator In Charge (IIC) on over 1,000 accidents, and has investigated more than 50 major air carriers accidents as the Survivability and Crashworthiness, group chairman, maintenance records and structures group chairman. In Wilson Aviation Consulting Services, his services include aircraft reconstruction, Crash Survivability, aircraft crashworthiness, maintenance records review, pilot logbook review and the examination of FAA Certified repair stations, etc. Butch is a member of the International Society of Air Safety Investigators (ISASI), his is a certified commercial Pilot with Single engine land SEL, Multi-engine land MEL and Instrument Ratings. He has over 1,000 hours of flight time and more than 15 awards and honors in his name from different boards and airlines.

Who does this regulation cover- 14 CFR 120.1 :

  • All air carriers and operators certificated under part 119 authorized to conduct operations under part 121 or part 135.
  • All air traffic control facilities not operated by the FAA or by or under contract to the U.S Military; and all operators as defined in 14 CFR 91.147.
  • All individuals who perform, either directly or by contract, a safety-sensitive functions and elect to implement a drug and alcohol testing program.
  • All part 145 certificate holders who perform safety-sensitive functions and elect to implement a drug and alcohol testing program.
